The national capital's Dongcheng district is planning to have officialsserve temporary positions in government departments in countries such as theUnited States and Japan to learn from their governance experience, districtauthorities said on Tuesday。
東城區政府週二宣佈，該區計劃派幹部到美國和日本等國的'政府部門去掛職，學習他們的管理經驗。
在上面的報道中，serve temporarypositions指的就是“掛職”。掛職是國家行政機關有計劃地選派在職國家公務員，在一定時間內到下級機關或者上級機關、其他地區機關以及國有企業事業單位擔任一定職務，培養鍛鍊一段時間的臨時性任職。
根據北京市東城區的20年人才發展戰略規劃，東城區會選派公務員去prestigiousuniversities(名牌大學)學習，到multinational companies(跨國企業)、internationalorganizations(國際組織)和government sectors of some developedcountries(一些發達國家的政府部門)掛職。此舉是爲了讓幹部有international vision(國際化視野)，有助於把北京建成worldcity(世界城市)。
